Virginia, West Virginia or Maryland smith?

Hey all,

Someone brought a forged copper ladle to our blacksmiths guild meeting this week with the touchmark below:

They had also seen several forged iron/steel items with this mark so guessed it was a local, or semi-local smith. Unfortunately, no one at the guild could identify the mark.

Anyone seen it before?
