My thoughts are that it dramatically ameliorates carbon migration, based on what I believe is the visual appearance of carbon migration.

I believe there are other factors at play, too, such as one's choice of cladding (some s/s seems a particularly vicious carbon sucker), and of course the level of heat the workpiece is subjected to. In particular I would say that the practice of austenitizing sanmai blades for prolonged periods is asking for trouble.
